Electoral Area F Official Community Plan Update

The Regional District of Nanaimo (RDN) is updating the Electoral Area F Official Community Plan (OCP). Electoral Area F includes the communities of Coombs, Hilliers, Errington, Meadowood and Whiskey Creek and the surrounding rural areas.

The first Electoral Area F OCP was adopted in 1999, and new Census Canada Data shows that as of 2021, the population has grown over 50% to approximately 8,200 people. Much of the OCP remains relevant today, and this project was initiated in 2019 to address emerging challenges and update sections of the OCP that have become dated.

Draft Electoral Area F Official Community Plan

After completing Round 1 and Round 2 of community engagement, the RDN is pleased to announce the Draft Electoral Area F Official Community Plan (Draft OCP) is ready for community review as part of Round 3 of engagement.

    Many ideas were shared during the first two rounds of community engagement. Area F residents are now being asked to review some, or all, of the draft OCP and provide comments through the survey. By completing this survey, community members will advise if their vision and values are reflected in the draft OCP to assist in refining and finalizing the OCP.

    Your participation in this engagement survey is voluntary. If you decide to participate in this survey, you may withdraw at any time. 

    The personal information you provide is collected by the Regional District of Nanaimo (RDN) under sections 26(c) and 26(e) of the Freedom of Information and Protection of Privacy Act (FIPPA) for the purposes of engaging and consulting with the public. The RDN is using a Bang the Table engagement platform that stores the information in Canada. However, Bang the Table staff are located in the US and may access your user profile information to provide assistance at your request.  

    Some of the questions allow for responses using open-text fields. To protect your privacy and the privacy of others, please do not include any information that could identify you or another person. Identifying information could include a person’s name, address, email or phone number. Any personal information that is inadvertently included in the open-text responses will be deleted once the results of the survey are compiled.

    The Regional District of Nanaimo is updating the Electoral Area F Official Community Plan (OCP) and your input is needed! This survey asks community members what they value about their community, and about today’s challenges and opportunities. Area F includes the communities of Coombs, Hilliers, Errington, Meadowood and Whiskey Creek and the surrounding rural areas.

    The current OCP was adopted in 1999 after a community engagement process that took place over 20 years ago. This survey is one of the first steps in the OCP Update to understand how the community has changed or stayed the same, and where the OCP can be updated to be more relevant to today’s community.

    An OCP is a long-term plan for a community. It guides land use by describing a community’s vision for the future and includes objectives and policies to help achieve that vision.

    The first section of this survey asks for your views about the current OCP Community Values and where additional values may be needed to reflect today’s community. 

    The second part of the survey asks about challenges you see or are experiencing, and opportunities for the OCP to address these challenges.

    The questions are organized into six topic areas to help focus the community discussion. Background information for each topic area can be found in OCP Snapshots. The project website also includes a link to the current OCP and other project information.
