The RDN is currently looking for your input on RGS/OCP amendment application PL2021-005.

1329, 1333 and 1340 Kipp Road, Electoral Area A

The RDN has received an application to amend the “Regional District of Nanaimo Regional Growth Strategy Bylaw No. 1615, 2011” (RGS), “Regional District of Nanaimo Electoral Area A Official Community Plan Bylaw No. 1620, 2011” (OCP) and subsequently “Regional District of Nanaimo Land Use and Subdivision Bylaw No. 500” for properties located at 1329, 1333, 1340 Kipp Road and PID 026232391 in Electoral Area A.

The subject properties, legally described as Lots 1 and 2, Section 14 and 15, Range 6, Cranberry District, Plan VIP78539 (1340 Kipp Road and PID 026232391) are currently designated ‘Rural Residential’ pursuant to the RGS and OCP. The subject properties are located within the ‘Potential Expansion of South Wellington Light Industrial and Commercial Area’, pursuant to the Area A OCP. The OCP designates the majority of industrial and commercial land use to occur within the South Wellington precinct and the potential expansion area.

The subject property, legally described as Lot 1, Section 14, Range 6, Cranberry District, Plan 40297 Except that Part in Plan VIP77316 (1329 and 1333 Kipp Road) is currently designated ‘Rural Residential’ pursuant to the RGS. The OCP and zoning on the property were previously amended to recognize the existing industrial use on the property (VMAC) and a minor map amendment to the RGS from 'Rural Residential' to 'Industrial' is required to recognize the past changes to the OCP and zoning.

The purpose of the application is to amend the RGS to remove the ‘Rural Residential’ land use designation and replace with ‘Industrial’ on all of the subject properties, and amend the OCP to remove the 'Rural Residential' land use designation and replace with 'South Wellington Light Industrial and Commercial Area' for 1340 Kipp Road and PID 026232391.

If the application is successful, the applicant intends to rezone the properties located at 1340 Kipp Road and PID 026232391 (Lots 1 and 2) to facilitate the future expansion of their existing business (VMAC).

    At its November 23, 2021 regular meet, the RDN Board reviewed Amendment Application No. PL2021-043 and supported the application proceeding as a minor amendment to the RGS. The Board also approved an Engagement Plan at the same meeting. Please check the Document Library for a copy of the Board Report and Board approved Engagement Plan.
