Little Qualicum River Regional Park and Meadowood Community Park Land Exchange

Little Qualicum River Regional Park and Meadowood Community Park are being reconfigured to improve public access and enhance ecological and recreational values

The subdivision of Wicklow West lands located near the Meadowood Village presents an opportunity to improve the existing layout of parkland in the area. Recognizing this unique opportunity, in May 2018, the RDN Board approved the pursuit of a joint subdivision application.

The RDN and Wicklow West have developed a land exchange agreement that improves public access to the regional park and enhances the ecological and recreational values of the community park.

The land exchange will:

  • Add a new forested area to Meadowood Community Park in exchange for an open gravel area
  • Create a new, independent, fee-simple lot for the Fire Hall site
  • Relocate the regional park trail access corridor
  • Provide a new regional trail connection to the Little Qualicum River Regional Park
  • Enable the completion of Ashling Road through to Galvin Place

  • Public Hearing for OCP and Zoning Bylaw Amendment Application

    A public hearing has been scheduled for Tuesday, November 15, 2022 at 6:00 p.m. at the Meadowood Community Hall, 1830 Galvin Place, Qualicum.

    Amendments to the OCP and Bylaw 1285 are required to facilitate the proposed subdivision and park land exchange by realigning the land use designations and zone boundaries with the proposed new lot lines.

  • Alternative Approval Process has started

    The Alternative Approval Process (AAP) for Little Qualicum River Regional Park Exchange Bylaw No. 1859, 2022 has started today, October 26, 2022.

    This bylaw will authorize the exchange of a portion of Little Qualicum River Regional Park for other land to be used for regional park purposes, the cancellation of the dedication of a portion of Little Qualicum River Regional Park as regional park and its dedication as highway.

    Eligible electors from the Regional District of Nanaimo who are OPPOSED to the proposed bylaw have until 4:00PM on November 28, 2022 to fill out and submit an Elector Response Form. Those NOT OPPOSED to the bylaw do not need to take any action.

    Please note that due to an omission in a previous public notice, this is a new deadline for AAP submissions.



  • Alternative Approval Process is required for regional parkland exchange

    Before the Parkland Exchange Agreement can proceed, the electors must approve "Regional District of Nanaimo Little Qualicum River Regional Park Exchange Bylaw No. 1859."

    This will be done through an Alternative Approval Process (AAP) that will run from October 26 - November 28, 2022.
