Why is this project being considered through two phases?
While the intention of the zoning changes will be to maintain the same number of potential dwellings under existing zoning, the implications are not understood. Zoning changes would affect much of the RDN electoral areas, which have diverse groundwater and soil conditions for onsite servicing. Amending zoning for existing strata lots will place no further stress on existing aquifers, as the dwellings and lots already exist. Where dwellings or parcels do not exist, development more present more risk for cumulative impacts to the existing community for onsite potable water and septic servicing.
Why are these zoning changes being considered?
The current zoning allows two houses on a parcel and for the creation of strata lots, has allowed a form of subdivision that is not approved through the RDN, Ministry of Transportation and Transit, Island Health and the Provincial Approving Officer with respect to health and safety of the lots. As an alterative to building strata form of subdivision, the RDN is considering changing minimum parcel size and number of dwellings per parcel to ensure all subdivision occurs through the approval process.
