Blueback Community Park Property Addition - Alternative Approval Process

August 15, 2022: The property purchase of 3427 Tyee Cresent as an addition to Blueback Community Park is complete.

February 22, 2022: The property purchase and the Alternative Approval Process for the acquisition of the property at 3427 Tyee Crescent as an addition to Blueback Community Park in the Fairwinds neighbourhood of Electoral Area E is complete.



As funding for this acquisition requires borrowing, affected electors had to approve the following bylaws through the Alternative Approval Process before the new parkland purchase could proceed:

Bylaw No. 803.07 - A Bylaw to Amend Regional District of Nanaimo Electoral Area E Community Parks Local Service Establishment Bylaw No. 803, 1990, and

Bylaw No. 1844 - A Bylaw to Authorize Borrowing for the Acquisition of Parkland in Electoral Area E.

The Alternative Approval Process for these bylaws ran from January 5th to 4:00 p.m. on February 14th. Residents of Electoral Area E who OPPOSED the proposed bylaws submited an Elector Response Form during this time period and residents who SUPPORTED the bylaws did not need to take action.     Please consider installing a community outdoor fresh water shower at Blueback Park. It will be extensively used by scuba divers, kayakers and swimmers.

    Thank you for your suggestion. The next step in the development of the park is the removal of the house, which will take place in 2023. There are currently no other improvements planned for 2023. Please watch for the opportunity to get involved in future park improvements at a later date.

    I did not see any information regarding the alternate approval process until January 12, 2022. Can you please provide details regarding where and when the information regarding the process for the expansion of this park was provided to the residents of Nanoose Bay.

    Notices of this AAP were published in the Parksville Qualicum Beach News and the Nanaimo News Bulletin on January 5th and 12th, 2022 and information can be found on our website at: https://www.rdn.bc.ca/alternative-approval-process-bylaw-80307-and-1844 and at: https://www.getinvolved.rdn.ca/blueback-community-park-aap.     How was the "average home tax requisition increase of approximately $18.56/year" calculated? Assuming this is not a parcel tax, what is the cost per $100,000 of assessment?

    As indicated in the Board report, borrowing $930,500 over a 20-year term assuming a 3% interest rate will result in $65,267 annual debt payment which is $0.0225 per thousand of assessment. 

    The 2021 Average residential value for Electoral area E is $824,946. The per thousand rate applied to the average residential value of $824,946 results in average home tax requisition increase of approximately $18.56/year. 

    The cost per $100,000 of assessment is $2.25.

    As this area is a fairly exclusive (high land and home prices) area, is it safe to say that this is not generally going to be of use or value to most Nanoose Bay area taxpayers? Fairwinds area is hardly representative of Nanoose Bay, and it seems unrealistic to ask for this funding from the less affluent and privileged majority of Nanoose residents. More to the point, who is actually to benefit from this purchase by the RDN?

    Thank you for your question. Blueback Community Park is a local community park that provides walk-on oceanfront beach access and park space for all residents of the Nanoose Bay area. The proposed park addition will increase the community’s access to the waterfront and will enhance park-user experience by providing a buffer from neighbouring residential development.
