Bowser Village Centre Wastewater Project
Consultation has concluded
In March 2017, the RDN was awarded a $7.6 million joint Federal and Provincial Clean Water & Wastewater Fund grant to provide the Bowser Village Centre with sanitary sewer servicing to support the community’s evolution into a “compact, complete community”. The proposed project includes construction of a sewer collection system, wastewater treatment plant and marine outfall for treated effluent.
If constructed, the treatment plant will collect wastewater produced by residents and businesses in the village centre and provide secondary treatment with additional UV disinfection which will meet or exceed Federal and Provincial treatment requirements. The treated effluent will then be discharged to the environment via a marine outfall approximately 2.3 km off shore at approximately 65 m of depth.

2. Bowser Village Sanitary Sewer Service Rates and Regulations Bylaw No. 1773
- The Rates and Regulations bylaw for the Bowser Sewer Service Area will be provided for consideration of three readings and adoption at the subsequent Regular Board Meeting, Tuesday July 24, 2018. See the July 10 Meeting Agenda for more information. (Agenda item 9.5 on page 3. Report and supporting documents, see pages 103 - 121.)

The Regional Board completed first and second reading of the zoning amendment bylaw for the proposed Wastewater Treatment Plant site at the Regular Board meeting on Tuesday, June 26.
Please be advised that a Public Hearing regarding the rezoning of the proposed Bowser wastewater treatment plant site will be held on Monday, July 9, 2018 at 6:00 pm at Lighthouse Community Hall, 240 Lions Way, Qualicum Beach.

You’re invited to attend a Public Information Meeting about the rezoning of the proposed Bowser wastewater treatment plant site.
When: Wednesday, May 16, 2018. Doors open at 6:00 pm.
Where: Lighthouse Community Centre, 240 Lions Way, Qualicum Beach.
The meeting will provide information and seek input on the proposed rezoning of the site from Residential 2 (RS2) to Public 4 (PU4) to permit a wastewater treatment facility.
All are welcome to attend.

In December 2017, the Regional Board adopted bylaws establishing the Bowser Village Sanitary Sewer Service and its funding mechanisms and directed staff to proceed with next steps on the project.
Since December, project staff and consultants have been hard at work on these next steps, including:
- Updating the collection system and treatment plant design
- Starting the permitting and approvals process by submitting the first several application packages to local, Provincial and Federal agencies.
- Communicating with First Nations
- Investigating outfall routing
- Initiating detailed design work on the marine outfall
