RDN Electoral Area H Parks Development Cost Charges Waiver Bylaw
The Regional District of Nanaimo (RDN) adopted a Development Cost Charges (DCC) bylaw for community park development in Electoral Area H on April 12, 2022. DCCs are fees collected from land developers, on a user pay basis, to help fund the cost of the eligible park improvements to service new development.
The Local Government Act provides the option for local governments to implement a waiver and or reduction bylaw to exclude eligible developments from paying DCCs or to reduce the DCCs payable. The RDN Board reviewed the options and have introduced a waiver bylaw for Electoral Area H community parks DCCs. The proposed “Electoral Area ‘H’ Not-for-Profit Rental Housing Community Parks Development Cost Charge Waiver Bylaw No. 1937, 2025” waives DCC fees for Not-for-Profit Rental Housing developments.
As part of the Development Cost Charge (DCC) process, the RDN is seeking feedback from the community about a proposed DCC waiver bylaw, primarily from developers and home builders in RDN Electoral Area H.
This page will remain open for feedback until January 31, 2026 to allow an opportunity to receive feedback on the bylaw prior to it's adoption.
