The Regional District of Nanaimo (RDN) is proposing to exchange part of Lee Road Community Park for part of a nearby property at 957 Lee Road (formerly 1236 Island Highway West) that was recently purchased to support future expansion of the French Creek Pollution Control Centre (FCPCC) in Electoral Area G.

The Land Exchange will:

  • Support immediate and urgent upgrades to the aging FCPCC to meet the needs of a growing community.
  • Allow the FCPCC Expansion project to construct the lowest cost, most efficient and safest design option.
  • Increase the total amount of designated community parkland by approximately 1 hectare.
  • Support the protection the riparian area along French Creek.
  • Enable the future extension of the existing public trail in French Creek Community Park to connect with the Island Highway.

Financial Implications:

  • The properties differ in size but are of equal assessed value, meaning there is no land value cost associated with the exchange. The costs to complete the land exchange are estimated to be $50,000 for the AAP, OCP amendment and property consolidation. These costs are included in the Board approved budget for the FCPCC Expansion project.
  • As a result, there are no tax implications for electors related to the land exchange.
  • A trail connecting the French Creek Community Park with the Island Highway is planned to be constructed after the land exchange is complete. Funding of $100,000 from Electoral Area G Community Works Funds is allocated in the 2025–2029 Financial Plan, with an additional $2,000 annually proposed for trail maintenance.

Additional Information: No rezoning is required. Both properties are currently zoned to permit the proposed uses.

    The Lee Road Community Park Land Exchange has been approved through an alternative approval process (AAP). The Regional District of Nanaimo (RDN) conducted the AAP in accordance with Section 86 of the Community Charter. Of an estimated 7,337 eligible electors in RDN Electoral Area G, three valid elector response forms were received by the deadline in opposition to Bylaw No. 1931, 2025. Approval for the bylaw was obtained as less than 10 per cent of electors submitted an elector response form by the July 7, 2025, response deadline. As the 10 per cent threshold was not met, the RDN can proceed with the land exchange.

    The RDN has also approved an Official Community Plan (OCP) amendment to support park expansion and infrastructure development. Approximately 0.38 hectares of land near French Creek will be redesignated from Institutional to Parkland, with 1.51 hectares dedicated as new park space to enhance riparian protection and trail access. In exchange, 0.55 hectares of Lee Road Community Park will be redesignated for Institutional use to accommodate an operations building for the French Creek Pollution Control Centre expansion.

    The Alternative Approval Process begins June 5, 2025. Those opposed to the adoption of the proposed bylaw have until 4 p.m. on July 7, 2025, to fill out and submit an Elector Response Form. Those not opposed to the bylaw do not need to take any action.
