Lee Road Community Park Land Exchange Alternative Approval Process (AAP) and Official Community Plan (OCP) Amendment Application PL2025-063 Results
The Lee Road Community Park Land Exchange has been approved through an alternative approval process (AAP). The Regional District of Nanaimo (RDN) conducted the AAP in accordance with Section 86 of the Community Charter. Of an estimated 7,337 eligible electors in RDN Electoral Area G, three valid elector response forms were received by the deadline in opposition to Bylaw No. 1931, 2025. Approval for the bylaw was obtained as less than 10 per cent of electors submitted an elector response form by the July 7, 2025, response deadline. As the 10 per cent threshold was not met, the RDN can proceed with the land exchange.
The RDN has also approved an Official Community Plan (OCP) amendment to support park expansion and infrastructure development. Approximately 0.38 hectares of land near French Creek will be redesignated from Institutional to Parkland, with 1.51 hectares dedicated as new park space to enhance riparian protection and trail access. In exchange, 0.55 hectares of Lee Road Community Park will be redesignated for Institutional use to accommodate an operations building for the French Creek Pollution Control Centre expansion.
