The RDN has received a request for a resolution in relation to a proposed Lounge and Special Event Endorsement for the Rusted Rake Brewery for the property located at 3106 Northwest Bay Road. The subject property is currently zoned Agriculture 1 Subdivision District D (AG1D) (see Document Library) and is located in the Agricultural Land Reserve. As the proposed brewery, food and service lounge, and special event area is considered a Farm Use by the Agricultural Land Reserve Use Regulation (see Document Library), the AG1 zone permits the proposed uses. In order to proceed with the lounge and special event area, the applicant has requested a resolution from the Regional Board to be provided to the Liquor and Cannabis Regulation Branch.

    The Board passed the following resolution at its October 27th meeting:

    It was moved and seconded that the Board adopt the resolution pertaining to Liquor Licence Amendment Application No. PL2019-225 attached to this report as Attachment 4 and direct staff to withhold signing the application form and submitting the resolution to the Liquor and Cannabis Regulation Branch until the applicant resolves all outstanding bylaw infractions in accordance with the conditions of approval included in Attachment 2 and the conditions in Attachment 2 change the operating time from 9:00 am until 10:00 pm, rather than 9:00 am until 11:00 pm.

    The RDN wishes to thank all who provided input and contributed to this project through virtual engagement. Overall, the engagement has been successful as seen by the page stats. A quick summary of page traffic is:

    • 788 visits to the page
    • 411 Aware Participants (Visited at least one page)
    • 162 Informed Participants (Downloaded a document, contributed, or visited multiple project pages)
    • 66 Engaged Participants (Contributed on Forum or asked a question)
