The Regional District of Nanaimo (RDN) has received an application to amend the "Regional Growth Strategy Bylaw No. 1873, 2024" (RGS) and "Electoral Area F Official Community Plan Bylaw No. 1152, 1999" (OCP) for a property accessed from Elk Trail in Electoral Area F. The proposed bylaw amendments are will permit the subdivision of a 24 hectare property into 16 lots. The proposal will include parkland dedication adjacent to the Englishman River Regional Park in the amount of 1.21 hectares.
The subject property is currently designed as Resource Lands and Open Space in the RGS and Resource Lands in the OCP. The Resource Lands designation contains policy that requires a 50 hectare minimum parcel size for any lot created through subdivision. The RGS prohibits the decrease in minimum parcel size within this Resource designation. The purpose of this application is to amend the RGS to permit the decrease in minimum parcel size and change the designation from 'Resource Lands and Open Space' to 'Rural Residential'. This application is also to amend the OCP designation from 'Resource Lands within the FLR' with a 50 hectare minimum lot size to 'Rural Residential' with a one hectare minimum lot size.

The public information meeting is scheduled for April 30, 2026 at 6:00pm at the Bradley Centre, 975 Shearme Road, Coombs, BC. More information can be found in the public information meeting notice.

The applicant will be hosting a Public Information Meeting for the application at the Bradley Centre, 975 Shearme Road, Coombs, BC from 6pm to 8pm on Thursday April 30, 2026. Public comments will be received until 4:30 p.m. May 15, 2026.

Acceptance of RGS Amendment Bylaw by Affected Local Governments

Subject to Section 436 of the Local Government Act, prior to consideration of third reading, the RGS amendment bylaw must be submitted to affected local governments to receive a resolution of acceptance within 60 days. These affected local governments include City of Nanaimo, District of Lantzville, City of Parksville, Town of Qualicum Beach, Comox Valley Regional District, Alberni-Clayoquot Regional District and Cowichan Valley Regional District.
