The RDN Recreation and Parks department has completed the final phase of developing a Recreation Services Master Plan for District 69 (Oceanside). It was approved by the RDN Board in May 2018, as a guiding document.

Through July and September 2018 the District 69 Recreation Commission and RDN Board began the first review and made the following recommendations and motions to prioritize potential capital infrastructure projects which listed below in How We Got Here.

It was moved and seconded that staff move forward with discussions with School District 69 (Qualicum), City of Parksville and Town of Qualicum Beach for a rubberized track, up to 8 lanes, to bring back for further review and consideration by the District 69 Recreation Commission and RDN Board.

It was moved and seconded that a District 69 Recreation Commission Infrastructure Planning Sub-Committee be formed after the 2018 election.

Staff will now begin work on providing both the District 69 Recreation Commission and RDN Board a strategy, timeline and financial plan required to move these prioritized projects forward.
Available in the Document Library are the Oceanside Recreation Services Master Plan 2019 - 2029, the background research document "State of Recreation In District 69 (Oceanside) Research Report", a summary of comments from the community open houses that occurred in November 2017 and display panels used at the open houses.
In the Background Document Library are many other reference and background documents from the project.

The RDN Recreation and Parks department has completed the final phase of developing a Recreation Services Master Plan for Oceanside. In May of 2018 the RDN Board with endorsement from the District 69 Recreation Commission approved the Plan as a guiding document for the years 2019 - 2029.
We wish to thank all those who provided feedback during the creation of the Plan that will serve the communities from Nanoose Bay to Deep Bay and west to Coombs, Hilliers and Errington. Not only will this provide a long-term strategic plan for the delivery of recreation services but will also help guide future decision making and actions in a number of key areas including recreation infrastructure needs and programming partnerships.
Over 1,687 resident surveys were completed, 60 community group questionnaires submitted and over 30 discussion sessions with stakeholders along with a number of open houses held through all the Oceanside communities provided feedback and comments during the planning process.
The District 69 Recreation Commission and RDN Board are now reviewing and prioritizing potential capital infrastructure projects.

Questions continued to be welcomed after December 14th but they will not be officially included in the feedback summary.
The Regional District of Nanaimo initiated the development of a new Recreation Services Master Plan for District 69 (Oceanside) in the fall of 2016. The project is divided into four phases.
Over 1,687 resident surveys completed, 60 community group questionnaires and over 30 discussion sessions with stakeholders are completed in April 2016.
The key findings presented are based on information collected from: residents via a community survey, interview and discussion sessions with participants representing a variety of community organizations and a community group questionnaire. These findings as well as other information presented will be further explored as recommendations and strategic directions are presented to the Board for approval.
The draft Master Plan includes a future vision and service goals for recreation services that align with not only RDN Board strategic priorities but also both Provincial and Federal recreation and wellness frameworks.
As per the Master Plan Terms of Reference approved by the RDN Board in June 2016, the following four specific areas were to be addressed:
