Solid Waste and Recycling Development Cost Charge Bylaw

The Regional District of Nanaimo (RDN) is proposing the implementation of a region-wide Solid Waste and Recycling Development Cost Charges (DCCs). Recent amendments to the Local Government Act added new waste management and recycling facilities. This consultation is primarily focused on the developers and home builders.

DCCs are fees that local government collects from land developers to help pay the costs of solid waste and recycling capital infrastructure. DCCs help ensure that developers pay their fair share of the costs required to develop infrastructure. The RDN has identified eligible solid waste and recycling projects that need to be constructed over the next 26 years to support the solid waste generated by new development in the residential, multi-family, industrial, commercial and institutional sectors. The RDN proposes to add a new category of DCC, solid waste recycling, to the RDN's overall DCC program and would like your feedback.

  • Solid Waste and Recycling Facilities Development Cost Charges

The Regional District of Nanaimo (RDN) is considering implementation of Solid Waste and Recycling Development Cost Charges (DCCs) throughout the region. This includes all RDN electoral areas, the City of Nanaimo, District of Lantzville, City of Parksville and Town of Qualicum Beach.

DCCs are fees collected from land developers, on a user pay basis, to help fund the cost of infrastructure. DCCs help ensure developers pay their fair share of the costs required for infrastructure. The RDN has identified solid waste infrastructure projects required to support the additional demands generated by new development over the next 25 years, the estimated remaining useful life of the regional landfill. The RDN has proposed a DCC program with rates to help offset these costs and would like your feedback.
