Consultation has concluded

We are working to implement upgrades to infrastructure for active transportation within the French Creek Growth Containment Boundary area of Electoral Area G. The completed project will be incorporated as an amendment to the Electoral Area G Official Community Plan Bylaw 1540, 2008 (OCP).

We have now reviewed the existing active transportation conditions, engaged the community and stakeholders to understand the barriers to using active transportation and discuss options for enhancements, and we have now drafted recommendations and are seeking feedback before finalizing.

Phase 1 asked you how you get around, how you get to key destinations, what issues you face travelling actively, and what could be done to enable you to travel actively more. The What we heard summary is provided in the documents section. Phase 2 is now underway and we are asking for your feedback on the recommendations. The opportunities are further described below.

    On December 6, 2022, the RDN Board adopted Electoral Area 'G' Official Community Plan Amendment Bylaw No. 1540.04, 2022, which incorporated the recommendations of the French Creek Active Transportation Plan. The amended official community plan will provide direction to the RDN to use the network and standards within the French Creek Active Transportation Plan for projects and development occurring within French Creek.     A public hearing is scheduled for November 23, 2022 “Regional District of Nanaimo Electoral Area ‘G’ Official Community Plan Amendment Bylaw No. 1540.04” to incorporate the French Creek Active Transportation Plan recommended policy, mapping, standards and implementation items into the Official Community Plan. The public hearing will be held at Oceanside Place (830 West Island Highway, Parksville) at 6:00pm in the multi-purpose room. All persons who consider their interest in their property to be affected by the proposed bylaw shall be afforded an opportunity to be heard in person or by written submission at the public hearing.     On September 27, 2022 the RDN Board gave first and second reading to Bylaw 1540.04, 2022, which is the French Creek Active Transportation Plan amendment to the Electoral G Official Community Plan. A public hearing for the amendment to the Official Community Plan will be held in mid-November, as public consultation activities are postponed during the local government election.

    The Electoral Area G Official Community Plan amendment to incorporate the French Creek Active Transportation Plan is scheduled to be considered for 1st and 2nd reading by the Electoral Area Services Committee (EASC) at 1:00 pm on Thursday September 8, 2022 and the RDN Board at 1:00 pm on September 27th.     Thank you for your participation throughout the preparation of the French Creek Active Transportation Plan. A final version of the report is now available based on the most recent public engagement. A copy of the report can be found here: French Creek Active Transportation Plan.

    The Electoral Area G Official Community Plan will be amended with the recommendations from the final report. The RDN Board will consider the amendments for introduction reading of the bylaw at a regular Board meeting in September 2022.

    Thank you for your participation during the Phase 2 consultation in March 2022 on the draft active transportation options in French Creek. Check out our What we heard engagement summary in our background documents.

    The feedback in being incorporated into a final report, the recommendations of which will be included into an amendment to the Electoral Area G Official Community Plan. The RDN Board is anticipated to consider the Official Community Plan amendment for introduction readings of the bylaw in the summer of 2022.

    Thank you to everyone who participated in phase 2. We will compile the surveys and other feedback received to prepare the final version of the report. We will be posting a summary of the public engagement in the next couple of weeks and the final version of the report. The reports final recommendation will be considered for inclusion in the Electoral Area G Official Community Plan. First and Second reading of the bylaw is planned for the June Board meeting.

    There is still some time to complete the survey. The survey deadline is 9:00 am Monday March 28th. After this the final report will be revised based on feedback received through Phase 2 consultation.
