Welcome to the Phase One Hub of the Bylaw 2500 Project, the next chapter following the adoption of Regional District of Nanaimo Zoning Bylaw No. 2500, 2024.

📖 Background

The Bylaw 500 Review and Update Project led to the adoption of Zoning Bylaw No. 2500, 2024. With this milestone, the project has been renamed the Bylaw 2500 Project and will continue through two remaining phases:

  • Phase One: Housing and Related Bylaws and Policies
    Focused on housing diversity, affordability, and livability.

  • Phase Two: Addressing Emerging Issues
    Aimed at responding to evolving community needs and ensuring the bylaw remains effective and relevant.

Phase One begins in 2025, this page will be updated with details about the scope, process, and opportunities for public engagement.

🏡 Draft Strata Modification Policy

Investigate issues and options for building permits on building strata lots.

🌲 1.0 Hectare Lots in Rural Areas

Consider reducing 2.0 ha minimum lot size to 1.0 ha - to avoid future building strata subdivisions.

  • Status: RDN Electoral Area Services Committee approved on Jul 15/25. Project is underway.

🔄 Alignment of Zoning Bylaw 1285 with Bylaw 2500

Align secondary suite regulations.

  • Status: Decision made by RDN Electoral Area Services Committee on Jul 3/25 and RDN Board Jul 15/25 to remove from project list.

🛖 Tiny Homes & Recreation Vehicles

Review regulations and options for year-round dwelling use.

  • Status: Tiny Homes report on RDN Electoral Area Services Committee Agenda Oct 2/25; RV report later in Q4. To learn more about tiny homes visit the project folder.

🚚 Manufactured Home Park Relocation Policy B1.11 - Update Project

Update Board policy along side public consultation process.
