We are updating our sewer service area Development Cost Charges (DCCs)

The Regional District of Nanaimo (RDN) implements development cost charges (DCCs) to pay for projects that increase capacity of our wastewater facilities. The RDN last updated wastewater DCCs in 2017. Provincial guidelines suggest local governments review their DCCs every five years.

The RDN is updating its Wastewater DCC rates and amending the two bylaws that implement these rates for the areas of Northern and Southern Communities. Northern Communities include Parksville, Qualicum Beach, and parts of Electoral Areas E and G. Southern Communities include Nanaimo and Lantzville.

The purpose of the DCC rate review is to ensure there is an equitable distribution of costs associated with the provision of wastewater services required to support the projected population growth in the area. Updating the rate structure will be implemented through bylaw amendments.


Public Engagement

The RDN will be hosting virtual public information sessions in Spring 2022 to present information to development industry stakeholders and the public to learn more about DCC’s and how the new rates have been calculated.

    The recently adopted Northern Community Sewer Service Area Development Cost Charges Bylaw No. 1442, 2005 is now available on the RDN website at 1442-0 (consolidated to .04) with schedules_1.pdf (rdn.bc.ca).

    The new Development Cost Charges (DCC) rates are being charged for both the Northern and Southern Community Sewer Service Areas.

    The new DCC bylaw for Southern Community Sewer Service Area (Nanaimo and Lantzville) may be found at https://www.rdn.bc.ca/sites/default/files/inline-files/1547%20%28consolidated%20to%20.02%29%20Schedules%20B%20and%20C%20included.pdf.

    The new DCC bylaw for Northern Community Sewer Service Area (Parksville, Qualicum Beach, French Creek) will be posted on the RDN website once it has been consolidated.

    The BC Inspector of Municipalities approved the proposed changes to the Northern Community Sewer Service Area Development Cost Charges (DCC) bylaw 1442 in February 2023 and the bylaw was adopted by the Regional District of Nanaimo (RDN) Board April 11, 2023 (https://rdn-pub.escribemeetings.com/FileStream.ashx?DocumentId=29607 (agenda) and https://rdn-pub.escribemeetings.com/FileStream.ashx?DocumentId=29647 (minutes)). The new consolidated bylaw will be posted on the RDN website once it is available.

    The Southern Community Sewer Service Area Development Cost Charge Bylaw 1547, 2009 has been consolidated to include amendment 02, which was adopted December 6, 2022.   • Adoption of Southern Community Bylaw; Third Reading of Northern Community Bylaw

    The BC Inspector of Municipalities approved the proposed changes to the Southern Community Sewer Service Area Development Cost Charges (DCC) bylaw in October 2022 and the bylaw was adopted by the Regional District of Nanaimo (RDN) Board December 6, 2022 (agenda and minutes). The new consolidated bylaw will be posted on the RDN website once it is available.

    A grant was recently received through the CleanBC Communities Fund for the upcoming upgrade at the French Creek Pollution Control Centre. This grant decreased the amount of DCCs required for the Northern Community Sewer Service Area and the DCC rates in the proposed bylaw amendment were revised accordingly. The bylaw amendment went to third reading and was approved by the RDN Board December 6, 2022. The draft bylaw was sent to the BC Inspector of Municipalities December 22, 2022 for review and consent. The RDN Board will adopt the amended bylaw once consent has been received.


  • Third reading of Draft Bylaws Complete

    The amendments to the Development Cost Charges went to third reading and were approved by the Board on June 14, 2022. Next, the draft bylaws will be sent to the BC Inspector of Municipalities for review and consent. This typically takes six to eight weeks. The Board will adopt the amended bylaws once consent has been received.

  • Public Consultation Meetings Complete

    The scheduled public consultation meeting for reviewing proposed changes to the Development Cost Charges (DCC) bylaws and the DCC rates was held on May 19, 2022 for Nanaimo and Lantzville, and on May 20, 2022 for Parksville, Qualicum Beach and French Creek. No comments requiring further review of the proposed changes were received about either bylaw amendment. The bylaw amendments will now go to the Board for third reading, after which they will be submitted to the Inspector of Municipalities for review.

    The proposed changes to Development Cost Charges were reviewed by the Board on April 26, 2022. The public consultation may now proceed, and meetings have been scheduled for May 19 and 20, 2022.
