The RDN has received a zoning amendment application for a parcel located at 4320 Garrod Road in Electoral Area H. The applicant proposes to rezone the subject property from Residential 2.1 Zone (RS2.1), Subdivision District F to Residential 2.2 Zone (RS2.2), Subdivision District 'Z' to allow the conversion of the existing building strata development to a bare land strata under the “Regional District of Nanaimo Zoning Bylaw No. 2500, 2024". No additional development or density are proposed as part of this zoning amendment application and only the form of tenure would change.

    The Regional District of Nanaimo (RDN) advises that a Public Hearing is not being held for proposed Amendment Bylaw No. 2500.11. A Public Hearing cannot be held because an Official Community Plan applies to the area that is subject to Bylaw 2500.11 and the RDN Board considers Bylaw 2500.11 to be consistent with “Regional District of Nanaimo Electoral Area ‘H’ Official Community Plan Bylaw No. 1335, 2017” and the purpose of the bylaw is to allow residential development.

    The RDN Board intends to consider First Reading of Bylaw 2500.11 on April 14, 2026, at 1 p.m.
