About the Policy

The Manufactured Home Park Tenant Assistance Policy provides a framework to support manufactured home park residents who may be displaced if a OCP or zoning amendment application involving redevelopment is submitted.

Manufactured home parks provide important housing options for residents, including people with modest or fixed incomes. The updated policy improves fairness, transparency and resident protection while providing clearer expectations for property owners.

The policy applies only when a rezoning application is submitted that could displace manufactured home park residents. There are currently no redevelopment applications before the RDN and no known applications are anticipated.

Why the Policy Was Updated

The former Manufactured Home Park Redevelopment Policy was adopted in 2006 and required updating to reflect current regulations, community needs and best practices.

The policy was also renamed. The new title places the focus on tenant assistance and protection if redevelopment is proposed.

The updated policy includes stronger provisions related to:
  • Protection during the notice period
  • Relocation coordination and accountability
  • Assistance in finding suitable housing
  • Right-of-first-refusal offers
  • Independent appraisals
  • Moving expenses when a manufactured home cannot be relocated
