Manufactured Home Park Redevelopment Policy Update

The Regional District of Nanaimo (RDN) is updating its Manufactured Home Park Redevelopment Policy (Policy B1.11) to better support residents impacted by redevelopment. Manufactured home parks provide essential housing options for residents with modest or fixed incomes, supporting both housing affordability and diversity within our communities. The updated policy will aim to improve fairness, transparency and tenant protections, while supporting landlords in meeting their obligations under the Manufactured Home Park Tenancy Act.

Why We’re Updating the Policy

This policy applies only in the event that a re-zoning application is applied for that would displace it's residents. Please note, there are NO redevelopment applications at this time, nor are there any anticipated applications. The current policy was adopted in 2006 and requires updating to align with current regulations and reflect best practices. Redevelopment can result in the displacement of residents with limited housing alternatives and many older manufactured homes cannot be relocated. The proposed update will explore enhanced notice periods, compensation, relocation support, and housing agreements to secure below-market units.

On October 2, 2025 the RDN Board supported the review and update of the Manufactured Home Park Redevelopment Policy to better reflect current community needs, regional priorities and recent changes in provincial legislation. This update includes the updated title of the Policy to: Manufactured Home Park Tenant Protection Policy.

On July 9, 2026, the Electoral Area Services Committee (EASC) received a report summarizing the results of public engagement and introducing the draft Manufactured Home Park Tenant Protection Policy. The Committee supported forwarding the draft policy to the Regional Board and requested an additional opportunity for public review and feedback before a final policy is considered.

The draft policy is scheduled to be presented to the Regional Board on July 28, 2026. If approved, the draft policy will proceed to a final public engagement period, providing residents, manufactured home park owners/operators and community members an opportunity to review the proposed policy and share feedback through an online survey and written submissions.

Public feedback received during this engagement period will be considered as staff finalize the policy and prepare it for future Board consideration.

    Between November 13 and 20, 2025, the RDN hosted three in-person workshops for manufactured homeowners and residents* and one virtual workshop was held for manufactured home park landowners. At each workshop an overview of the project was presented and participants were encouraged to ask questions and provide input to help inform the Policy update.

    If you missed the workshops and would like to provide input, there is still time to complete the survey (by December 15, 2025).
